Juan Enriquez was the founding director of Harvard Business School’s Life Science Project. He is the world’s preeminent authority on the economics and political impacts of the life sciences. Juan is also an expert on the dynamics of the knowledge economy and the other social and political forces that are driving change in America and the world today. He previously served as CEO of Mexico City’s Urban Development Corporation, coordinator general of economic policy and chief of staff for Mexico’s Secretary of State, and a member of the Peace Commission that negotiated the cease-fire in Chiapas’ Zapatista rebellion.

The Second International Pre-Olympics Legal Conference on Legal, Security and Privacy Issues in IT will be held in Beijing, China from December 5 - December 7, 2007. May 2, 2006. You are cordially invited to participate in this forthcoming conference, which will focus on all legal and technological issues related to IT/ Internet, including media law. Industries are also invited to give a presentation about their organisation and activities in connection with IT Law.
Call for Papers. Industries and Academics may submit a research paper or make an oral presentation. (For further details about the CFP, see attachment or visit the website) The latter requires a 100 word-abstract. All the academic papers for presentation will be published in the book, Cyberlaw and Security (ISBN: 87-991385-4-9 & 87-991385-5-7), and nominated to our 16 sponsoring international journals. All final camera ready versions are sent for proof-reading and 99% of papers accepted in the IAITL- organised conferences (see www.iblt.eu ; www.iltc.eu )have been published in leading international journals. The Conference is organised by the International Association of IT Lawyers (IAITL) and the Tsinghua University Internet Behaviour Institute. The Program Organisers have organised special sessions, panel discussions and networking activities, in addition to the social activities for participants and family members.
University Presentation. A growing number of Chinese are seeking further international education in various countries. We invite universities to join the University Exhibition which will be conducted in conjunction with the LSPI Conference.. The LSPI Conference also offers an opportunity for established foreign programmes of study to be presented by senior representatives from those universities present at the conference. It is planned that education agents will also be on hand to offer expert advice and representation on the entry and visa requirements for these institutions to students interested in making applications. It is recognised that more countries need to open their doors to Chinese students since China now offers a potentially huge market for foreign study.
Career Fair. Access to trusted legal partners is a vital component of foreign investment and business decisions. The LSPI Conference will provide an opportunity for law firms and companies to meet with some of China's ablest lawyers and business advisors. The conference committee is seeking submissions of papers for oral presentations at the conference in two major categories:
• Academic, peer reviewed papers - these papers will be peer reviewed by members of the program committee and other independent reviewers (where necessary) and will be published in the under a non-exclusive copyright agreement in the edited conference proceedings with ISBN. Selected papers will also be published in several leading international law journals. Case studies, abstracts of research in progress, as well as full research papers will be considered for the conference program for presentation purposes. However, only complete papers will be published in the proceedings.
• Non-academic papers - these papers will not be peer reviewed. These papers will be selected on merit by the program committee. This category covers corporate papers, best practices, new technologies, policy issues etc.
For complete papers, authors must provide about 150 word abstract and five keywords. There is a maximum page limit of 12 pages (single-spaced, Times Roman ”10”). All photos, tables and figures must be in jpg format. No footnotes are allowed! Papers must be submitted in the correct template, which may be downloaded from the website.
All information enabling the identification of authors must be removed from submissions undergoing academic peer review. Please send in a separate attachment in a word document, the following information: Title, Affiliation and Author’s Name.

Conference OverviewrnIn 2003 a Goldman-Sachs report argued that four BRIC countries Brazil, Russia, India, and China would emerge as dominant economies by 2050. While India and China would dominate world markets in services and manufacturing, Brazil and Russia would dominate in the supply of raw materials. The report projected these rapidly growing economies as attractive investment destinations. The latest Goldman-Sachs report emphasizes that this economic dominance would not translate into a proportionate increase in living standards, and per capita incomes in these countries would continue to remain well below those in the USA and EU. In the era of globalization, a closely related thesis is that of the BRICS (with S for South Africa) as a political alliance or a trading association, with a truly global presence, and enough clout to influence international trade accords. Such an alliance could ensure that the benefits of this projected success story reach the people in these countries, and are not siphoned off by unfavourable trade agreements or hot money invested from other parts of the world.rnBRICS as a trading cooperative would be economically logical. Although each of these countries is large, their economic growth would bring them into competition with larger and wealthier economic blocs like the EU. The BRICS as a cooperative could succeed where individual countries might find the competition difficult. BRICS would be a partnership of equals who would bring complementary competencies to the table. For example, while India dominates services, most of the world manufacturing is shifting to China. Their energy demands. This demand could be met by supplies from Brazil and Russia in a secure way, if BRICS is realized as an agenda for cooperation. As another example, most diamond polishing takes place in India, while the roughs are typically sourced from South Africa, Brazil, and Russia. These examples can be multiplied.rnHowever, BRICS as a group of cooperating nations would involve several novelties and challenges—for there is neither geographical proximity nor any cultural homogeneity. Can these challenges be overcome? Can an agenda for cooperation be evolved? This is the focal question around which this international conference is being organized.
