INECE’s triennial international conferences bring together environmental compliance and enforcement practitioners from more than 80 countries and organizations to build partnerships for enforcement cooperation and to share a wide range of skills and experiences that improve compliance with international and domestic environmental laws. The 7th Conference (2005) provided training on INECE's principles of compliance and enforcement course and fostered the development of a new compliance and enforcement network for the Maghreb region. The Conference resulted in the Marrakech Statement and Call to Action on making law work for people, environment, and sustainable development.

The 8th Conference will open with two days dedicated to local capacity building and networking events. The subsequent five days will feature action-oriented thematic workshops, distinguished keynote speakers, and networking opportunities for over 150 invited participants, and will include a day for field visits to sites of innovative environmental enforcement initiatives in South Africa.

Central themes of the Conference will include "Strategic Management of Environmental Compliance & Enforcement Programs," "Detecting Noncompliance," "Transboundary Compliance," "Biodiversity and Compliance," "Climate Change and Compliance," and "Compliance Promotion and Social Aspects." INECE will be releasing a Call for Papers on these and other environmental compliance and enforcement topics in advance of the Conference.

South Africa's Department of Environmental Affairs and Tourism, which is supporting the Conference, noted that "[e]nvironmental compliance and enforcement are becoming high profile issues in South Africa in the context of high economic growth and development, ...the ongoing protection of our biodiversity and protected areas, and the required adaptation for climate change. We therefore welcome the attention that the INECE Conference will bring to environmental compliance and enforcement in South and Southern Africa."

Additional information on the 8th Conference, including the Call for Papers, will be made available in the coming months. Conference participation is by invitation only; nominations will be made through the regional compliance and enforcement networks.

International Conference on Engineering Professional Ethics and Education

Professional Ethics

Reliable and secure communications combined with constant and universal network availability, are key elements for the successful commercialization of the applications that utilize the wireless technology. However, new security challenges emerge due to the dynamic network topology, the open nature of the wireless medium, the resource constraints of the mobile devices and, possibly, the lack of a pre-deployed infrastructure. The workshop on Security for Mobile Wireless Communication (SeMIC), held in conjunction with COMSWARE 2008, seeks submissions from the academia and industry, that present novel approaches on addressing security issues for mobile wireless communications.

Topics of interest include, but are not limited to:

* Authentication and access control
* Secure MAC/PHY protocols for mobile networks
* Cooperation, fairness and incentive -based security
* Key management for wireless/mobile environments
* Trust establishment
* Intrusion detection in mobile networks
* Accountability for malicious behavior and resource misuse
* Revocation of malicious parties
* Secure location services
* Privacy, anonymity and prevention of traffic analysis
* Security in cognitive radios

This is expressed by the term “mechatronics”. This term refers to the symbiotic cooperation of mechanics, electronics, control engineering and software technology, in order to improve the behavior of a technical system. Future mechatronical systems encompass subsystems with inherent partial intelligence due to integrated micro processors. The behavior of the complete system will be characterized by communication and cooperation of intelligent subsystems. From the information technology point of view it is a distributed system of cooperating agents. This establishes fascinating possibilities for the design of mechatronical products of tomorrow. The term Self-optimization characterizes this perspective: Self-optimization of a technical system is the endogenous adaption of objectives as reaction to changing influences and the resulting autonomous adjustment of parameters or structure and consequently of the system‘s behavior. Thus Self-optimization is substantially beyond the well-known control and adaptation strategies; Self-optimization enables systems to act with inherent “intelligence”, to react independently and flexibly to changing operation conditions.
While there are many application examples of mechatronics, the potential of Self-optimization in mechanical engineering appears only in rough outlines. It obviously needs fantasy to define machines with inherent partial intelligence.
Substantial preconditions for the accomplishment of this challenge are the scientific explorationand an adequate presentation for engineering issues of the paradigm of Self-optimization.
The second challenge is the development of a methodology to design self-optimizing mechanical systems. As outstanding characteristic designers cannot anticipate all constellations and the entire behavior. Former design decisions shift from the design into the operation phase of intelligent systems.
Additional Information The Symposium Covers the following Topics

* Adaptive Control and Self-optimization
* “Intelligent Movement” of Multi-Body Systems
* Design and Verification of Embedded Systems
* Multi-Objective Optimization and Optimization under consideration of Uncertainty
